I think Leone, Mine and Akame stand a chance, but Wave could get through. I think he certainly stops at River, after all Braht wasn't able to fully defeat River, and Braht has shown to be able to tank more, and his speed is probably also greater than Wave And of course he stops at #6 and 7.

I think he stops at Rakshasa Demons for sure, can't harm them them since they rubbery, gets outlasted.

I think he can get past River though to be honest. The difference here is the location. Braht and River fought on a boat which was on the sea. Here, they are fighting on a grass feild with a simple river on it. It's quite obvious that the sea offers more water than the river, meaning that River's attack wouldn't be as powerful as they were in his fight against Braht. More so, there's the fact that they were fighting on a boat so that pretty much puts limits on the ground Braht could move on, making evading attacks of River's scale impossible back then. On the other hand, here, Wave will have a fully open grass field he can move on, making evading attacks possible.
Braht's speed is impressive, but lets not jump into conclusions too quickly. Wave himself has shown extreme high speed movement. Want examples? Tatsumi in Incursio is so fast that he could escape all of Seryuu's nukes in the last second [Link] -> [Link] and then continously keep on escaping the other incoming missles. [Link] -> [Link] Look at how much ground did those nukes cover. [Link] Do you wish to know what happened to that same Tatsumi when he used Incursio to try and escape from Wave? He tried to run [Link], but Wave immediately intercepted him. [Link] This happened not once, but TWICE. [Link] -> [Link] And that's not all. Wave effortlessly evaded Mine's shot right after putting on Grand Chariot and being covered by a dust cloud. [Link] More so, look at how much distance he crossed away from Mine's shots before they reached his previous location.
Do you want to know how fast Mine's shots exactly are? They were capable of tagging flying Ran. [Link] Flying Ran is so fast that he was capable of intercepting the Flying Manta [Link] out of no where. [Link] The same flying Manta that crossed from here [Link] to here [Link] in a matter of seconds. I think it's fair to say that Wave is ridiculously fast. I absolutely see no reason why Wave wouldn't be capable of evading River's attacks. Especially since they haven't shown good speed feats, now have they? And Braht wasn't able to evade them due to limited ground and due to the fact that the ship would take damage so he had to tank it instead. And lastly, the attacks definitely are not as fast as Mine's shots. Finally, River gets extremely tired after using these attacks even to the point where his ears started to bleed. Constant use of them will bring extreme strain on his body.
Yeah, I think Wave wins this one.
No proof that Grand Chariot has the same weakness as Incursio really, but mhkay.

It obviously does put a strain on the user as Grand Chariot is built on the same foundation as Incursio and works just like it. Even if it doesn't 4 outlasts 1.

Incursio is the prototype. Grand Chariot is basically Incursio V2. You'd think they would get rid of that weakness so we'll have to get actual proof that Grand Chariot possesses the same weakness.

Well since it's the same as Incursio it's only logical to assume that, less strain maybe, but you still have that huge armor on your body
